CEIR seeks a qualified Research Manager to join our team.

Under the direction of the Research Director, the Research Manager will be responsible for CEIR’s data-driven research initiatives and supervise one or more research team members. These initiatives include matters pertaining to voter registration, voter access, election integrity and security, and election administration. As an integral member of the highly collaborative research team, the Research Manager will develop and conduct surveys and studies, analyze data, and contribute to research reports and other written materials for CEIR’s diverse audience of election officials, policymakers, the media, and key stakeholders.

Primary Responsibilities

  • Collaborate with research director to strategize and align research team goals 
  • Lead and develop the data analysis group within the research team
  • Execute original research projects end-to-end, managing and coordinating data-related tasks, including project design, data collection and analysis, and dissemination of findings
  • Develop and implement strategies for effective data analysis and reporting
  • Collect and clean data, analyze data using statistical software, visualize findings, and present results to internal and external audiences
  • Brief members of the leadership and research teams on research results, including through graphs, charts, and other data visualization tools
  • Synthesize findings and help draft reports, issue briefs, and other written products for publication
  • Help assess where CEIR’s work can have the biggest impact, identify growth opportunities, and develop research proposals
  • Monitor trends, research, and publications in the election space to inform CEIR’s research portfolio
  • Promote a team culture of high performance and continuous improvement that values learning, quality, collaboration, positivity, and transparency
  • Maintain effective communication with the Research Director and other team members, including through participation in regular team meetings


Data Analysis, Research, and Substantive Knowledge
  • Expertise in research design and using quantitative and qualitative methodologies to best approach the question at hand
  • Fluency in quantitative research methods, including advanced statistical analysis and data collection, manipulation, and management
  • Fluency in key statistical techniques, including descriptive and inferential statistics and their appropriate uses
  • Demonstrated ability to extract meaningful findings from complex data problems and present those findings in a digestible and effective manner to diverse audiences
  • Advanced knowledge of database principles, processes, technologies, and tools
  • Experience working with voter files, census data, and other election data 
  • Deep familiarity with, and passion for, issues relevant to CEIR’s mission, including policies affecting election administration and voter access
Management and Communication Skills, Work Ethic, and Environment
  • Proven ability to manage teams and develop and inspire staff, including through coaching, mentoring, and providing useful feedback
  • Ability to manage multiple projects simultaneously and adjust to changing priorities
  • Strong attention to detail and accuracy, as well as the ability to produce consistent quality work while guiding others and meeting deadlines
  • Ability to work objectively and in a nonpartisan manner with respect to CEIR’s research, election officials (regardless of party affiliation), and election issues generally
  • Ability to collaborate with people in all levels of an organization and the willingness to function as part of a team to reach organizational goals
Computer Skills, Past Work Experience, and Education
  • Fluency in statistical tools (e.g., R, Stata, SPSS, SQL), data visualization tools (e.g., Tableau, R, Python, Excel), and Microsoft Office applications
  • Bachelor’s degree in data science, statistics, political science, public policy, or a related field required; master’s or other advanced degree preferred 
  • Minimum of five years of related work experience; at least three years of demonstrated management responsibilities

This is an excellent opportunity for an experienced and highly motivated individual who wants to join a quickly growing nonprofit that seeks to make a substantial, positive, nonpartisan impact on elections and American democracy. The Research Manager role is a full-time job. CEIR’s office is in Washington, DC, but due to the COVID-19 pandemic, most CEIR staff are currently working remotely. Therefore, while we prefer applicants who live in the Washington, DC Metro Area, we may also consider qualified applicants who live elsewhere.

Full vaccination against COVID-19 (i.e., 14 days after final COVID-19 vaccination dose) and, once eligible, receipt of a COVID-19 booster dose, is a condition of employment with CEIR. Any offers of employment will be contingent upon the individual proving they are fully vaccinated and boosted (if eligible) against COVID-19. The salary range for this position is $70,000-95,000.

CEIR offers competitive benefits, including medical/dental/vision insurance, a 401(k) with employer match up to 5 percent of your salary, and unlimited paid time off.
